Hmm, it is a bit difficult for me that I answer this question.

The English greeting, "(I wish you a) Happy New Year!", is said by English speakers not only at the end of the year but also in the new year('s January).

However, in Japan, we say 「よいお年を」 (I wish you a great year's end!) in December, and then the new year begin, so we say 「明けましておめでとう」 ((It is happy for us that) the new year has begun!) in January.

英語の挨拶 "Happy New Year!" は、年末年始、英語を話す人達によって言われています。

しかし日本では、年の暮れには「よいお年を」と、年明けには「明けましておめでとう」と言います。
